In a departure from former executives' annual addresses, an absent Lehigh County Executive Bill Hansell had his first and only state of the county message hand-delivered to the Board of Commissioners on Wednesday. In the document, Hansell talked about the need for a renewed spirit of cooperation, the county's strength in weathering a financial downturn and the success of recent projects across county government. The county charter requires the executive to present a state of the county message to the board each year by the end of February. In the statement, Hansell said he opted against an "elaborate presentation" and chose instead to deliver it in writing.
