A bill to spend billions of dollars on roads, bridges and mass transit in Pennsylvania is past its final legislative hurdle and could soon be signed by Gov. Tom Corbett. The state House voted 113-to-85 on Thursday to increase taxes and fees for what will soon be $2.3 billion or more in annual additional funding.
