Phillipsburg area business leaders say they're confident the school district's planned $10.8 million in facility upgrades will improve the education students receive and have no new tax impact as promised. Phillipsburg Area Chamber of Commerce representatives at a Wednesday morning news conference announced their support of the $8.5 million referendum Sept. 30 to fund the renovations. The other $2.3 million to pay for the upgrades will come from capital reserves. Mike Dowd, New Jersey public policy consultant for the Greater Lehigh Valley Chamber of Commerce, said people tend to be skeptical when officials promise a proposal won't result in new taxes.
